Harriet Jones is Alive?

Russell T. Davies is releasing a new book called "Now We Are Six Hundred", something to do with Doctor Who although I don't really care to recall anything about it beyond that. Although he discusses it in this article here.

He confirms that Harriet Jones former prime minister yes we know who you are, is in fact still alive... What?

Two things that I want to raise about this:
1 - How? She was exterminated, there were three daleks in that room. Yes we didn't actually see her die, but did the Daleks actually aim for the computer or something ridiculous like that? If she's alive, then why is she never seen again in the story? Why would the Daleks, the most ruthless creatures ever, not bother exterminating her? 
2 - Why now? I don't get why after all this time something as old and as irrelevant as this needs to be brought up. 

If you're going to read the article to try and find out how she survived, I'll save you the trouble. RTD doesn't say, he is trying to lure you into buying that book. To be honest I'd rather wait until someone who has the book posts the answer online somewhere rather than buy the whole thing just to find out.
